I believe this quote means that sometimes disadvantages cause you to want beyond what you can actually do. When the "moon is shining", or when he desires to walk, he really wishes that he didn't have the disadvantage of being crippled.

This quote has a deep meaning and I believe that the quote says; It makes it very easy for the cripple to walk when he see the moon which is symbolized as a hope. Shining moon is always a positive effect and a achievable hope.

This quote to me says that when the moon is high (demand is high) one is willing to do the impossible to get the pray ;)

I agree with Tierra that sometimes disadvantages make you want to be more successful and try harder ,because you can only do a little but you want to do more.
